New chapter Notifications

Is there a way to get text messages or email notifications when new chapter of followed stories come out? I don't see any way to do this in settings so I was just wondering. Also, I would like to know if there is a way I can get read aloud or TTS for the books? I could use this when I am driving or doing something and cannot stop to read.
