JNC first releases volumes in parts, then compiles them into a complete ebook. So yes, the physical edition should contain every part listed on the site for volumes 7-8-9.
License wise inquiry... Side Arms
Well, on Bookwalker, Side Arms is listed as its own series, much like the Short Stories we currently have. I remember someone asking Sam about it on a livestream, and he replied saying there were some complications. So, from what I understood, it's kind of up in the air right now if JNC will license any more FMP books.

That's pretty much a necessity for series like FMP, since it doesn't sell well digitally.

I also share your hope that JNC gets more FMP books, but nothing has been announced.
