Do I need to download something so I can read the books I bought because when I look at my library it says download and when I download it I can't open it?

When you download the book you get an ePub file.
That file needs to be in a reader to be able to read it.
On mobile you have stock apps like iBooks and google play books.
On desktop apps like calibre

There are extensions you can download for browsers that will let you open an epub; essentially, an epub is a web page inside a zip file.
Put "ebook reader" in your favorite search engine, and you'll find hundreds of candidates. If you use calibre, you can also make the epub compatible with proprietary readers, like Kindle, Nook, and others.
