Are Illustration Styles Licensed?

I used to be a big fan of Im Dil Yung. A large part because his illustrations were the most stunning I’ve ever seen. I now consider him my mortal enemy since he comes up with all these great plots and never finishes them. It is decently to harass the readers. But I don’t see many manga using his style despite how breathtaking it is, why?

I'm pretty sure you cannot license an art style, but as to why others may not be imitating it, it's possible it simply takes too much work to do?

Yeah, it's probably similar as to why there aren't a lot of anime that mimic Yoshitaka Amano's intricate, detailed style: you're on a tight schedule and you need to produce, so you're going to go with a style you can do quickly.
