@Tahu she is implying that Detlinde was being a pompous asshole to those she believed were ranked lower than herself, and that Erhenfest is assuming that's the way everyone ranked higher than them would treat them.

What doesn't make sense to you? From my perspective the sentence is grammatical, coherent, and consistent with the rest of the text. The phrasing is a bit awkward, so maybe you are accidentally grouping the ideas in a weird way...?
If I had to break it up, I might do it like so...
Detlinde had acted [domineering and arrogant]. Based on Ehrenfest's reaction, they surely believed that her bad behavior was typical of an archduke candidate from a greater duchy.
