Yeah, I can't really picture Rio taking that and going, "Cool, guess Christina is going to be my disciple, let's go." I could see him deciding to hedge his bets a bit, and push for Flora developing into the role as a contingency plan, though. If we get an arc where Latifa confronts Duke Huguenot, I could also see Flora gaining a fair bit more freedom to act within the Restoration, too. As it stands, the Restoration is heavily dependent on Rio's powers, with the strongest faction being led by the Huguenot family, which stand to be put in a completely compromised position when it comes out that their key benefactor hates the Huguenots and had been an active target of an assassination attempt in order to clear Stewart's name when he nearly killed Flora. That could also boost Flora's reputation within the other factions, as not being able to recall any of the details about Rio's involvement, it would seem as though Duke Huguenot suddenly and irrecoverably fell from grace via some plot to do with Flora that she'd been keeping under wraps for years. That would give her some breathing room to properly develop into the role.
Having gone through it himself, I can't see Rio being willing to cause others to be forgotten by the world without a very good reason.
I'm also interested in seeing how the folks around him will act going forward. I can't imagine they would be able to restrict their movements entirely to avoid forgetting Rio, though they would probably not want to if it were at all possible to avoid leaving and forgetting him again. I wonder what types of problems could arise from repeatedly forgetting him and remembering him upon their return, as well.
