@shipteaser It could very well be the opposite. The opposite of a fat low-rank noble nobody cares about is an attractive high-rank noble or even royalty everybody cares about. I thought of Fake Cinderella after reading these lines. The main character got hit by a truck before reincarnation into another world, at the time of her death she was 33 years old (the 3333-03-03 in the description) and after reincarnation she is one of the highest ranking and most important nobles in the country, married happily (though only after she befriended her husband) and has to experience assassination plots on a regular basis. Moreover the original owner of the body she reincarnated into was assassinated.
But these are only assumptions, I don‘t really get my hopes up for it, though J-Novel Club has the connection to the publisher. -
Lots of 4's on the cover, and Chapter Four is the only chapter that's spelled out (Chapters 1, 2, 3, Four, 5). I know Death Mage Who Doesn't Want a Fourth Time is highly requested.

Sakakibara's opening the doors... [...] is he charming his way into the good pulls?
The only thing I can find about Sakakibara is one of the characters in Arioto, an on-going Softbank 3 volumes yuri romcom series from a seasoned author, which sounds like... a reasonable license for JNC.
The plot, paying for a relationship, sort of matches the quote as well.

A fun read. Nice work!
In terms of clues, there could potentially be a hint in:
- The last half of the Japanese version of the title. It is "ふざけるな!" Which Google translates to "Do not be silly!"
- The name of the part which only appears in the app: "Sermon 3.[pi digits] Part A Million"
- The names of the staff: LeVon Jaymes, Hirei, exedore, Nathan Archer
- The names of the characters, e.g. Takemura (Fake Cinderella as above), Jessica and Sakakibara (although some could be JNC internal references to staff)
- The tags for the series, e.g..bishounen
- The reference to England, Scotland Yard (Sherlock?), America, Naru, Maine, Germany and the Armstrong Lunar Base
- The reference to 2000 Yen and 23,000 years
- The reference to being a bumbling knight's perfect female squire
- His jobs and education, e.g. business studies and middle management
- a "mayonnaise rice" existence, "Denouement", m*rcedes", "zombie movies", "a legendary destination for a Japanese policeman", "petty revenge"
- Link between reincarnation and gacha
- The text on the cover, e.g. the protagonist's t-shirt (4444 already mentioned), "tokuten"

So I'll go on a whim, and mention Is it Tough Being a Friend? The hints describe a side-character romcom scenario, and has a character named Ryuichi, where the novel has Ryuuga and Ichiro as main characters. It's Shogakukan however...

The Emperor's Lady in Waiting is a novel I was not expecting but much appreciated in being licensed, quite a few this set of licenses around I will probably read, but quite a few I will purchase.

I find that to be unlikely. I mean, it's not impossible, but Sam's physically in Japan isn't he? His connections and business relationships are mainly in Japan, it's not like he can just take a quick trip over to Korean and talk to some publishers there.
Three years later and a search on the hope of... this comes up with a brief spark then disappointment...
Would love to find Legendary Moonlight Sculptor here...

@lily-garden I really hope that we will also get more Kadokawa licenses for the Heart label in future, like Sugar Apple Fairy Tale and Earl & Fairy for example. I especially hope for these longer-running series.
