That activates the Zent summon protocol, which requires 7 elements and some minimum level of excessive mana and allows eligible candidates to see the popped out letters IF they have permission to read the HB bible AND their High Bishop also meets the prerequisites... Fat chance that would happen, since most of the duchies fail at providing worthy blue priests...
Given what we've learned about how the competition for Zent has changed over the history of Yogurt land, I imagine that the Zent instructions in the bible were a standard part of the succession for some early portion of yogurt history. If that's the case it would make a lot more sense if the instructions were either an always on or opt-in type of thing. In the case that they're an always on type of thing, then the Mestionora statue being the center of that system and having simply run dry would make a lot of sense. If it's more of an opt in type of thing, maybe giving the Mestionora statue a certain minimum of mana is the opt in process and Ferdinand somehow did it while he was in school (IIRC the second floor is where research results are kept so he at least has a reason to have been there)
