This. I have attempted to request LNs through my library before. Sometimes they can get the volume in if they don't already have a copy.

For local manga libraries, I'd recommend looking at an Alternative Tachiyomi app like Mihon, since it has a clean interface and handles local collections really well. Moon+ Reader is still one of the best options for light novels, so using both apps together gives you a great reading setup.
