That's a good question, which might be answered in the Author's Afterward or some such thing.
As @sorvani notes, with LNs the Character Design and Illustrator are normally the same.
The times I'm aware of where they differ generally reflect a change of illustrator partway through the series where the new illustrator is doing their best to maintain thesame style, and they note the earlier illustrator as Character Design in the volumes following the switch; in this case the cover for volume 1 shows illustrator and character design credits, so it seems that's not the case this time.
I've also seen works where there were separate character and setting designers...but those generally involve weird ass settings, post apocalyptic or other weirdly non-standard.

Weird in some ways, as the LN commenced publication on Dec 25, 2020 and the Manga on May 14, 2021 (both dates per MAL).
Anyway, it would seem they'd already greenlit the Manga and had character designs in hand prior to commencing artwork for the LN; that's the explanation that springs to mind given the circumstances...unless maybe they greenlit the manga and decided the person they'd hired to illustrate the LN was who they wanted on the manga and shifted them over and they'd already had approved character designs that the one taking their place with the LN then drew upon...pun intended.
MAL doesn't show もすこんぶ associated with any other works.
Their Twitter has a weird comment in their bio...weird as the default MTL renders it, that is.
